Hello,Im just wondering if apple "offically" sells factory unlocked iphones, and where?
I saw those iphones on ebay...are they for real factory unlocked?

Yes, Apple sells unlocked phones in locations where locking is not legal. Hong Kong, Italy, and France are a few that come to mind.
 
This page lists the operators and whether they're locked. There are also some special cases such as Australia, where the operators lock the phones, but you can also buy unlocked phones directly from Apple.

Officially unlocked phones should start at around US$650. If they're significantly cheaper than they're probably hacked.
