I would suggest the following but I am not an expert at all. So decide by yourself please.
This is what
I would do, but, as already said, listen to people who know more.
So again, that would be my procedure
if it was my computer, to get OSX to extend to the whole inner drive.
I would make a bootable clone of my OSX partition with for instance CarbonCopyCloner into an external USB drive.
Then I would boot from that clone and format (erase) my computer drive to one partition.
Then I would clone back my system from the external clone to the internal drive.
That would bring back the OSX partition to cover the entire computer drive.

Now regarding how to do
install Windows with BootCamp
I did not succeed with the BootCamp assistant coming with El Capitan.
I had to go around and around to install Windows.
I cloned my El Capitan to an external USB drive as mentioned above.
Then I booted from that external drive, erased El Capitan from the inner drive and installed into it a basic Yosemite, just the OS.
Using the BootCamp of Yosemite I succeeded to install Windows.
Finally I booted again from the USB drive, erased the Yosemite and cloned back El Capitan to the inner drive.
