My kids have iPads. I have them under my account, using family sharing. Unless I'm a dunce, I have never been able to find a way to modify the Ask to Buy so that they can download free apps without my approval, but need my approval to buy an app. What am I missing?
 
They must be minors in order to turn on "Ask to Buy".
If they are non-minors, they don't need permission to buy.

They are minors. What I'm wanting is to make it so they don't have to get permission to download free apps but do need permission to buy apps.
 
I don’t have kids so I can’t make a valid kid recommendation, but the App Store is filled to the brim with crap apps I wouldn’t want anyone to put on their phone. Not necessarily directly harmful apps but there’s just tons and tons of garbage in the App Store.
It may be “free” but that doesn’t make it ok.

The App Store primarily is filled with junk food. Brain rotting stuff. There’s some useful nuggets hidden in there, but for the most part it’s the world’s largest SuperFund site for the mind.
I wouldn’t let them run free in there.

Eh, they read reviews first. It isn't really much of a concern with them
 
Ask to Buy is an all or nothing thing. If they were adults then yes they can have their own payment method and still be a part of the family group. I control all my granddaughter’s content, screen time, and social media use on all her devices. Too many parents think “ Oh my kids wouldn’t do that” and they do.
