Family sharing - are only the initiator's purchases available for sharing?

I looked through the process of setting up Family Sharing and it seems that there is one main organizer and up to four members can access the organizer's previous purchases (provided that developers have made their apps shareable).

My question is, if the other member of the family already has purchases prior to joining Family Sharing, can the organizer download from the member's previous purchases as well?

I've set this up for three of us, one of which is a child. But the two adults are able to see/download each other's purchases. If I recall, it did take awhile for them to show up though.

All member's purchases are available to everyone (provided the app supports Family Sharing)
