Is there any way to prevent one of the memebers from chargings their purchases to the family credit card if their iTunes account has a balance?

When using family sharing, all members must use the organizer's payment information. If they have store credit on their iTunes account, it always uses that before charging a credit card

I have to disagree. I have the same issue. I have iTunes credit but my wife, in my iCloud family, ends up with her monthly iCloud subscription charged to the family CC.

So there's credit on your account, not your wife's? The credit only works for the person whose account it is added to. So, if you have credit on your account, only your purchases (not family purchases) use the credit.
