I shared my iCloud plus with my partner now I see her hotspot available under Wi-Fi even though she doesn’t have hotspot enabled - same the other way around.

I think that's normal. On your iPhone, see Settings > Personal Hotspot > Family Sharing > [her name]. There, you can select either Ask for Approval or Automatic. If you select Ask for Approval: when she tries to connect to your hotspot, I think you should get a notification asking you whether or not to allow her to connect--even if you have your hotspot turned off and password-protected.
