If I'm not mistaken your MBP hails from early 2013 and has a 45W TDP discrete graphics chip - it would definitely be time for some fresh high quality thermal paste in those heatsinks, if you have not done that in the past 5 years already. Personally I'd use liquid metal but that requires extra care & steps in the application.
These machines do not have a no fan mode, both fans should always run at about 2000 rpm, it seems one of your fans has failed since it does not run. No fan mode was only introduced in 2016, this is a mid 2012 or early 2013 machine.
