My iPod touch charges fast and can charge fully within an hour and a half. However the battery sucks. I have tried basically everything and even restored as a new device but it still is the same. I still have AppleCare so should I bring it to apple?
 
Your battery could be losing some of its design capacity. An Apple Store might replace it for you.
 
Also the battery seems to "recharge" itself when I lock it. It's only a small amount but I can see it.

This happens to most iPod Touches. They don't have a very good battery reading ability the the iPhone 3Gs, 4, 4S or an iPad.
