is it true that apps launch faster for this beta?

Not yet, I’ve tried side by side launching vs latest iOS 12 and the stock app launching time is the same or worst (depends on the app).

Apparently, we will see performance improvements only after the release of iOS 13.
 
Twice as fast app launch for 3rd party apps will be in effect when new App Store packaging system released in fall and after re-downloading apps or updating them.

As of now, any improvements to the app launch is a result of other improvements made in iOS 13.

The thing is, there is still no change for stock apps when comparing with iOS 12

That's because 3rd party apps has to be decrypted and checked whether they are the version downloaded from App Store, and new App Store packaging system improves the packaging system, therefore apps will be half the size. As a result of half size, decrypting and checking the app will be twice as fast. Stock apps do not have these processes so that iOS already launches stock apps as fast as it can.
 
On some YouTube video it was claimed that stock apps starts a lot faster. To me they are as fast as always to start.

This may be the case since there are many improvements that affect app launch speed. However, twice as fast app launch speed claim only applies to 3rd party apps, and it is not available until the new App Store packaging system goes live.
