there's nothing better than good ol' VIM...
and it's included with macs
tho.. it has a steep learning curve
If you're looking for something with syntax highlighting, Smultron is a decent free options (although you'll want some replacement toolbar icons).
However, there is little to nothing that's free that also duplicates the TextMate functionality. I'd highly recommend buying TM, it's an app that's well worth the cost.
As has been mentioned by some others, TextWrangler isn't a bad option either (although, I personally don't care for it).

i use textmate for ALL my plaintext editing needs
I've got started on Coda for html/css stuff, not shabby at all.
I like Nvu, it's pretty simple to use.
Nvu is a WYSIWYG web development application.
