FCP command editor defaults to German Language

I tried to create a couple of short cut keys in FCP, using the command editor, I found that the command editor had defaulted to the German Language set up, how long this had been this way, no idea...

I tried reboots, pram resets, erasing the hard drive, installed the trial, the bought version, when I remove the external keyboard, the app reverts from English to German, with the external keyboard plugged in, English command set, no keyboard, German...very strange..

This is the command set that is in German, it should be in English...

Do you have German active as a language and/or keyboard option? And what model keyboard? From Apple? Which machine? What FC and macOS versions??
