I'm wondering if there is a quality app that allows me to download most file extensions and save them on my iPhone. I'd like to be able to email these files from my iPhone to a computer. File types like .zip, .exe, .PDFs, things like that.

Any suggestions?

Is that found through cydia?

if your asking me then yes Safari Download Manager is in Cydia and you can use iFile also in cydia to view your downloaded files

Downloads

Use Downloads or Downloads lite from the AppStore. The lite version allows you to store only 7 files in the App.

If you want to share the files to your computer you can email them from the app. You can also upload them to DropBox or use the WiFi file sharing in the settings tab in the same App.
