I tried installing the current version as well as an older version. According to their page I meet the system requirements. This is the error:

the error message is not related to running file ios but to the extraction of the tar.bz2- archive you downloaded. Is the archive download complete?
The error indicates insufficient permission to extract to either the desktop or the downloads-folder. Download and use Keka or Unarchiver and try to extract.

Thanks, Unarchiver worked. What's odd is that Mavericks 10.9 has no issue unzipping the file with the Mac OS utility.

On 10.9 I use FileZilla 3.42--the last supported version. Their "current" version history page system requirements show 3.43 RC being the first version to require 10.11, but the achived download page says 3.42 is. I've tested 3.42 and it works fine on 10.9.
