What is the best video editor app for an iPad Air, one-time purchase?
Will it run faster or I will need an iPad Pro?

Which Air? The currently available Air 5th generation has the same chipset and is just as fast as the current (for now) iPad Pros.

I believe the consensus is LumaFusion is the best video editing app for iOS.

Lumafusion will run fabulously on a new Air, and is a perfectly competent video editor. You won’t mistake it for FCPX or Premier but it’ll get the job mostly done (and provides FCPX export packages if desired). I started out using it as my iPad is my primary device, but I moved up to FCPX when I bought a Mac Mini M1. It’s actually very intuitive and the touch integrated design makes it a fun editor. I still use it sometimes for very quick jobs.
