Final Cut Pro H264 Export Only Using iGPU?

So I just got the 16" MacBook Pro and fired up an export of a project on Final Cut Pro and I noticed that it only uses the iGPU (Quicksync) for an H264 Export. There's absolutely no usage on the GPU and the CPU isn't being maxed out either. Is this normal behavior?
