If I buy a new MacBook Air and get Final Cut Pro with it is that locked to that specific Mac or is it like any other app from the App Store that I can use on my other Macs. My reason for asking is if I buy the Air now and they come out with a new Pro for example and I decide to sell the Air to get it would I have to repurchase Final Cut?
 
I can't speak to if you buy it with the Air but if you buy it through the App Store it is not tied to that machine and works like any other app from the App Store including the use of Family Sharing. I can't imagine it'd be locked down if you buy it with a machine.
 
No. Most certainly not. Apps are only ever "locked" (i.e. registered) to an Apple ID.

Any Mac using that ID can install whatever app you have purchased with it.
OK thanks. I decided not to get it and I’ll probably regret that but I can get it later. I was just trying to keep it under budget.

If you get the computer with the apps preinstalled, they'll show up as needing to be redeemed to your account. Until this happens, they're not tied to any one specific Apple ID, but you also won't be able to use them until they're tied to a specific Apple ID. They are not locked to a specific computer.
