There has been significant improvement overall since Beta 8.
However, I am not sold. The new apps (Music, Podcast, TV, ...) feel like Website container with a sidebar. Design is inconsistent (different search bar in music and podcast, resizing in books not working properly, different sidebar in books). And don't get me started on the TV app... I cannot think of a more lackluster app in the past years. And the bar is set pretty low (think Stocks and the like...)
There are also known bugs that have not been fixed for years like finder resizing and the one where everything you type is sent to launchpad search.

My favorite unfixed Finder bug is Recents not actually showing very recent files.
That's the latest one. You are probably on Public and he is talking about Developer.
