In iOS 12, you could create an alert for when someone left or arrived at a certain location and it would alert me. Now in iOS 13, it alerts the person that I've created an alert.

When you create an alert, it asks who it should alert, me or the person. If I click me, why does it alert them?

Does anyone know why this was changed and if there is a way to put this back to the way it was?
 
It makes sense from a privacy perspective that you shouldn't be able to secretly track someone.
