I remember there used to be a way to select which device you want to share your location from on the iPhone, whether it was the current device sharing or not.

For example, if I have my iphone location being used to share, I can't change it to my iPad on my iphone; I have to go into the Find My app on my iPad and do it from there. I know there was a way to do this before, maybe I'm missing something?
 
I don't recall whether there was a way to do this in the past, but as of now the Find My settings (regardless of whether it's Location Sharing or Find My iPhone/iPad have to be set "locally" - on the specific device. It has always been this way for Find My iPhone - no way to turn it on remotely/from another device. I think the thinking behind this is that it helps ensure that only a person who is in physical control of a device can choose to share its location.
