In the following screenshots - one from my Mac mini M1, other from my MBA 2014 I'm just curious why the finder toolbar is greyed (mba) and totally white (Mac mini).
Both computers are running latest MacOS 11.2.3
Both windows are focused.

Why I'm having such differences on the same program and same OS.

Changed transparency levels, or something similar (like contrast)?

Could either be as a setting (System Prefs > Accessibility > Display), or because of lack of native support (was a thing with some hardware/software changes some years ago; don't remember if was a half or a full decade ago, though 😆).

Transparency levels are same on both computers. Contrast is same - set to default.

What is strange enough is that with another account on same MBA I'm seeing same white toolbar.
Another strange thing is that on Mac mini if I open Downloads folder - toolbar is greyed, again when navigate to home folder - white.

On another iMac 2017 computer toolbars are greyed. I watched some YouTube videos and finder toolbar is always white. What the heck is that?

What kind of display is connected to mac mini? I would assume, it has different color characteristics than MBA's display. There might be a clue.
BUT, as for other things ("Downloads folder - toolbar is greyed, again when navigate to home folder - white"), I have no idea.
On my MBA '2013 it's white everywhere (BigSur 11.3 Beta).

I've just looked through Tags out of curiosity and noticed something interesting: there's Gray color, Grey color (which look identical, as to my eye), but one of those - Gray - looked absolutely white-ish in preview (when control-clicking a folder and appying a Tag).
So, there's something wrong with those shades within the OS itself... Must be, idk.

It is Dell P2415Q, color format is YPbPr.
Anyway, colors on Mac mini looks (almost) same and I am happy. Still wonder what could cause these differences.

Also, on Mac mini if I select 'show items as list' for Finder window - toolbar is always greyed, if I revert to icons - white.

Normally in icon view, Big Sur shows the background and border for the toolbar when either the view is scrolled or the mouse is in the area of the toolbar. Otherwise it blends in to the background. Perhaps it has something to do with the icon placement in that particular folder?

Check System Preferences > Accessibility > Displays > Reduce Transparency. That makes my toolbars go white.

Problem partially solved: it appears that if I turn my trackpad off on my mini M1 make the toolbar greyed again. Turn trackpad on again and toolbar become white.

Still not sure what's different between my two accounts on my MBA 2014
