When" Increase Contrast" in Settings, Accessibility is enabled, Finder and other app pull down menus show no text, just a black menu. Turning off Increase Contrast is a workaround.

My setup is Mac mini M1, using Samsung 4K TV over HDMI for monitor. This occurs only if Dark Mode is selected
