What settings do I need to chance in Finder so that it finds my "Frameworks'"folder (in Library folder)

I have already typed into terminal:
defaults write com.apple.finder AppleShowAllFiles TRUE
killall Finder

This reveals more than before, but still if I type in "Frameworks" into finder while searching the entire harddrive, the Frameworks folder still does not come up.

What am I missing? I am running Yosemite 10.10.1

Not sure how to answer your question but why are you trying to change permissions on the frameworks folder ?

I'm not trying to change permissions, rather I'm trying to figure out how to have my finder actually find all files.

Inside
The problem isn't Finder, it's Spotlight. It's setup to not show system files and folders.

I see, is there any way to change this? In Spotlight settings, I have "Folders" checked - but I guess that does not apply for anything that is inside "Library"?

You'll have to use a search engine to find out how to allow Spotlight to index everything. I for one, don't use Spotlight, but instead use EasyFind.

Thanks for the info - I will check out EasyFind to see if will do a more encompassing search

EasyFind indeed does the trick!

It would be still interesting to know if Spotlight can be made to do this - I can't seem to find a straight answer anywhere (which may mean it is not possible?)

There should be a "System files" search attribute you can add to your search criteria. If that attribute is available, its two states are "aren't included" (the default) and "are included".

If that attribute doesn't already appear in the menu of selectable search criteria, you can add it to that menu. See item #5 here:

To add more choices to the far-left pop-up menu, choose Other, then select each attribute you want to add.
In your case, find the "System files" attribute (type system into the search box of the comprehensive attributes list, or scroll down to it in the list), then check its "In menu" checkbox. (Note: "In menu" is the checkbox title in Mountain Lion; Yosemite may differ.)

There are dozens if not hundreds of searchable attributes available for Spotlight. Only a small number are practical to show in the selection menu, so you must customize the selection menu if you intend to use those additional attributes.
