Finder - list view = can drag ✅
Finder - column view = denied drag icon ❌

I'm sorry but I can't make out what you're trying to do. If you're trying to drag a file into a folder, the "not allowed" symbol would indicate that you don't have privileges to add files to the folder.

I have 1+ tabs open in Finder.
Simply dragging "pattern01.ai" into the other tab (folder) displays the denied icon on the cursor...
...however when the tab is active I can drop it no problem

Check System Settings. Maybe spring loaded folders is turned off.

I tried to reproduce and I get a different bug. When trying to drag into column view, spring loading tried to activate. I didn't get the mouse pointer change that you showed. Instead, it flashed briefly and then failed to open, staying on the source tab. It's a bit intermittent.

Perhaps the bug is related to spring loading. If you disable that, does the dragging work properly?

I can't replicate this problem in 13.5.
