In an open-save dialog box to be able to hit a key and be taken to the item in the list view that's first letter is closest to that key. So if i go to open something and its in a folder of 500 items and i press Q it takes me to the section of the list that starts with Q. Anybody know what I mean?

I know what you mean but I don't know why you say it's missing. I was pretty sure I've done this a lot on Big Sur but just now tested with an open dialogue and it works just fine

Which application specifically are you having these issues in?

it works if the target folder has the letter I type. it doesn't if the letter is not found as the starting letter of a folder. Does that seem true for you?
 
Interesting. My use case may have been weird in the sense that contextually it might have been impossible for the Finder to highlight anything as the files were all grey. I will keep poking at it.
