Are you talking about a specific folder or folders in general? The typical changes you make apply only to the *one* folder you are looking at, unless you click "Use as Defaults".
The problem is that it doesn't always hold, especially not for views of Package Contents or Carbon Copy Cloner folders. In some cases on the internal drive, I feel like the changes propagate almost randomly, e.g., rippling through sub-folders, not other folders.
The issue of changed Finder settings not being persistent goes back decades!
I read on these forums where one should pick a top-level folder when you first set up your Mac (say, for the folder under one's User name), make the changes how you like them, and then click "Use as Defaults".
Then, when you make a future change, it applies only to the folder you are looking at.
Hope that helps! (Probably not, but I feel your pain.)

Note: I'm not running Catalina, so things may have changed. (Although they didn't seem to when I first played around with C.)
