Finder Problem in OS 15.1

I'm having a strange problem. If I open a Finder window and then double click on a photo to open it in Preview, the Preview window opens behind the Finder window instead of in front of it? Is anyone else having this problem? Is there a fix?

Settings > Desktop & Dock > disable Stage Manager
Does the behavior still exist?

Update: I tried rebooting my laptop and the problem went away.
