I want Finder to always open in a particular location on my screen. Is there a way to make it do that?

By default the windows opens at the last closed place. So as long as you oddest move it then it should open in the same place.

The other problem is that new windows move to create a cascade effect and you don't hide the window behind totally.

If you mean hard code the setting the then you;d need to find how OS X stores and changes the location point. probably in the plist file somewhere. I suspect locking would be difficult as that settings will contain other stuff that cannot be locked without breaking something.
