Finder will not scroll when moving file

When I drag a file in the Finder window, the automatic scrolling won't happen.
You know, when you have a file and you want to move it to another folder, you normally drag the file to the bottom (or top) of the finder window and it scrolls for you. This has stopped doing that since upgrading to Sierra.
Any ideas ??.

I am able to coax it into working, but it is not smooth by any means. Hold the item you are dragging at the bottom/top edge of the window for a few seconds. If nothing happens, move it slightly up or down, but keep the icon on that edge. It seemed to work best if the name of the item being dragged was right "on the line" between the "field" of the window and the tool bar or status bar.

I discovered the same thing,
However it worked normal before the upgrade to Sierra.

I never knew I could do that but it feels so awkward I probably never will.

Hate this bug ever since Sierra. Up till OS X El Capitan, this was working just fine.

Ever since Intel was added to Apples, it's been awkward. You've just give me another reason to stay with El Capitan if Sierra is even worse. I just spend a full minute trying to drag 3 files from the bottom of a folder list to a folder at the top of it. So ridiculous. It was VERY easy in the "old" days.

This Finder bug is the only bad bug that I notice and hate. It exists, even in Sierra 10.12.6 beta 1.
