Sometimes when I access iTunes\Apple App, or anything related to Apple, on my iPhone, it will ask for either my Fingerprint to be scanned, or my account password.

Is there an option for it to merely accept the fingerprint, always?

There are times when TouchID isn't used like after a restart or after 48 hours that the device hasn't been unlocked or some other circumstances.

I think they have changed it to 8 hours actually.
I believe that requirement is if the passcode hasn't been used at least once in 6 days, then if the phone hasn't been unlocked in some fashion for at least 8 hours, it will request the passcode.
