Fitness Live Activities Not Consistent

I have an iPhone 15 Pro with iOS 18.3.1 and an Apple Watch Series 9 running watchOS 11.3.1. When I initiated an indoor cycle yesterday using my Apple Watch, my iPhone asked if I wanted to have a live activity for that workout and I acknowledged that that I did. That was great! However, just about every day, I start an outdoor walk using my Apple Watch, but I don't get a live activity on my iPhone. Is there a setting somewhere that will allow me to specify which workouts have live activities?
