iPhone Flash alerts

Got a little annoying problem on my iPhone X with the latest iOS version.
I have flash alerts for notifications turned on but it never works. The flashlight does work when I enable it manually, is anyone having this problem apart from me.

it’s not a show stopper but it would be nice to have it working as I am a bit hard of hearing.

Do you have "Flash on Silent" enabled but the phone is not in silent mode?

yes that is selected. Will it make a difference?

Yes, with that selected, the flash will only work when the phone is in silent mode.

I am deaf without my cochlear implants, and I use the flash and it seems to work properly when I get a message like a text from someone and also flashes when phone has an incoming call. I have an iPhone X with latest software, but it has worked even before i had the iPhone X
