Flash - can I use an mpeg and animation?

I have a short movie clip which I want to convert to Flash. I also want to add an animation (literally an illustration that will be moving as well) to the movie clip. I'm new to Flash, but would I be right in assuming I can do this using multiple layers?

You can convert the movie to FLV (Flash comes with a tool for this I believe) and import it as a symbol (in the Library). Then you can just drop it onto the stage and add controls if you want.

Great thanks. Then I suppose I just create a new layer for my character animation and move that layer above the movie layer.
