My wife has an iPhone 6 Plus. She has been getting a flashing white "ribbon" across the top of the screen. When this happens the whole screen stays lit, but does not work. there is no response to anything we try to do.
We have restored and restored as a new phone and the same thing keeps happening. Anyone else had this error or know what is going on?

Is her phone still under warranty or Apple care extended warranty? Take it on in to your local Apple store genius bar and have them check it out. It sounds like a malfunction within the phone.
