Flickering Bar

I went to the store a while ago because of imovie '09 problems. the guy there removed my prefrences. all of them. i think i put them back right, but every account except mine has a weird problem where the top right of the bar on the top (except for spotlight) will flicker, rendering the account unusable. Help please?

Have you tried repairing permissions via Disk Utility?

Does it also happen with an account you newly created or just create for testing purposes?

In the end, I erased and installed. It works blissfully now.
