Flickering in video, how do I fix?

Hi, why is there always a flicker/lagging in every video I film? The link shows a video I filmed with my iPhone 14 pro in cinematic 30fps. I set the project to 23fps, rendering Apple ProRes 422 HQ, 3840 x 2160. I exported as 23fps. I don't know if flicker/lagging is the best word to describe it but that's what it looks like. I can't figure out how to get it to stop doing this. I've seen vlogs on YouTube that are filmed the same way I did and they don't do this. I'm trying to get the video to look smooth. I did not film in ProRes. So, I'm doing something wrong and need help.
