With flip charts, there are two types - one with a clip running the whole width at the top which holds the pages to be flipped over to the back of the easel, and one that accommodates drilled/hole-punched sheets which allows sheets to be torn off when used. For the latter, what's the spec as to where the holes are positioned <distances from top and sides, 2,3,4 holes>? I'm looking ion the interweb and I'm drawing a blank...

If it's a UK pad it will be size A1 and the holes should be standard, see here for an example.

If it's US then it may not be A1 at all so the above wouldn't apply.
