I am trying to figure out how to create a Focus selection, or something like that, that will allow me to have Outlook and Webex (work applications) notifications off, on the weekends only.

Currently, I go into Notifications every Friday, and turn off notifications for those applications. Then, on Monday morning, I turn them back on. Surely there is an automated way to accomplish this.

First create a new Focus or set up the Personal focus (in the Settings app) to silence notification from those apps.

Then in the Shortcuts app, create two new shortcuts: one that uses the Set Focus action to turn on your focus and another to turn it off.

Then in the “Automations” section of the Shortcuts app, add a new Personal automation using the “Time of Day” trigger: select “time of day,” pick the time you want to run it at, then select “repeat weekly,” and then un-select all of the days except Friday. Change the Run option to immediately. Then on the next page select the “Turn on Focus” shortcut you just created. Then do this process again to create another shortcut that runs on Monday to call your “turn personal focus off” shortcut.
 
The Outlook app has this built-in. You can set Do Not Disturb / Quiet Time settings from within the app. I don't use Webex, but sounds like they have similar settings as well.

Here's an example of my Outlook, where I have notifications turned off after work and on weekends.

That might have been because you had the notifications turned off in Settings. You need to have them turned on in order for the apps to show up in the Focus modes settings. It has nothing to do with apps’ built-in Do Not Disturb / Quiet Time settings.
