I have no not disturb on and it shows on my other phone that ______ has notifications silenced. Notify anyway. If I hit that notify anyway it goes right thru. How do i shut that off? Or is it just as simple as flipping the switch on the side of the phone to make sure it silenced?

Apple likely assume that your contacts would only use 'notify anyway' in case it's urgent.You can turn off the status sharing and they don't get the option to notify anyway, I believe.
