Can someone suggest a foolproof web design app that has the greatest amount of features and will look the same once uploaded to mac users and pc users alike? I find so many of these apps to be limited.
 
Fool-proof is asking a lot. iWeb takes away a lot of control from the user so I guess it might qualify in a way. Web design in itself is rather open-ended so fool-proofing it is next to impossible without taking away a lot of control from the user.

If you're not too much of a fool though (;)) to can look at DreamWeaver, RapidWeaver, KompoZer, and ones listed in the stickies.

That isn't going to happen unless you use a good theme for rapidweaver or hand code a site yourself.
 
Not really an app but you can always just pick themes and use wordpress. If you don't know enough css to make your sites render right in different browsers, just pick a theme you like and change the graphics.
