For iPhones that cannot update beyond 10.3.3 to iOS 11, is it safe?

Like, no. As soon as a new iOS version is released all phones running older software are hacked by nefarious criminals.
No need to be sarcastic about it, but yes, you're probably okay.
I'd say the longer you run behind the latest iOS release, the more exposed you are to vulnerabilities. Therefore, your exposure to risk will increase overtime.
