I want to get my dad this instead of a Dell like he always gets. Was going to get the mini but since it hasn't been refreshed idk if thats a good idea. Can't spend more than 1500. Base comes with 2.3GHz dual-core Intel Core i5 processor. I need something that will perform well for at least 4 years.

It depends how your dad plans to use it, but for basic everyday usage (web browsing, documents, light photo editing, etc.), I can see that iMac working fine for 4 years.

Edit: Spending the extra $200 to step up to the iMac with Retina 4K display may be worth it though, especially because of the 4K display and the difference in crispness it offers with text, high-res images, MacOS GUI, etc.

Yes, the mid range retina is a big step up. I would recommend it if your budget allows. To answer the question posed in your title: The 256 GB SSD will be blazingly fast "forever". It won't slow down. The more relevant question is will he run out of space. I have a 256 GB SSD in my present iMac and it is wonderful. I still have a total of only 100 GB on it. But make an estimate as to the size of your Dad's library (photos, movies, etc) over the next 5 years and see if it will fit. If so, the 256 GB SSD is an excellent choice.
