I am where you are currently at. I haven't tried disabling SIP or gatekeeper, but I'm guessing that it has something to do with notarization? I even tried App signer and signing the ipa with my own developer account but I still got the error.I tried using an IPA I downloaded via Apple Configurator. After I double-clicked the IPA it "installed" (aka copied over the file to the Applications folder and created a wrapper). However when I start the app I get an error: You do not have permission to open the application “App Name”. Contact your computer or network administrator for assistance.
