Hello guys. I'm looking for a way I can resize any window to a very small size and still be able to click it.
I have a small screen and I want to have multiple apps opened and be able to use them at the same time.
I have an app called PiP (picture in picture) that somehow does that but only resizes without letting you click on it.
 
I'm not sure which version of macOS you're using, but if it's a recent version, I'd start by looking at the built-in Shortcuts app. Search the available actions for "window" to find actions like "Find Windows", "Resize Window," and so on. (After that, I'd try AppleScript next, though that takes a little more learning for the unfamiliar.)

However, app windows are often coded with hard minimum and maximum sizes, and I would guess that trying to "force" them using one of these methods, as you call it, might not work.

There's also the avenue of going to "System Settings > Displays" and selecting a higher resolution in order to map a larger logical screen to the space of your smaller screen. If that works, you can simply fit more windows at the sizes they're meant to exist at.

I'm on an old mac mini 2012 with Mojave.
Yes I tried an applescript that would have resize the app window, but it didn't work (as you say maybe windows have a limit to how small you can resize them). As you said in the last paragraph, the best solution for the moment I have is to change the resolution.. so I did that.
