Force Safari to save password

I've been using Big Sur on a Mac mini M1 for a month and there's something frustrating.. sometimes when I write my password down to login Safari didn't save it on iCloud Keychain. I'm not using private browsing.

Is there any way to force safari to save them? why this happens? it depends on the website code?
