force touch not working on messages - bubble message

So when I type an iMessage and try to force touch the send button, nothing happens.

My buddy sitting next to me is doing it no problem, sending me bubble messages and what not, but they dont come across on my my phone. it just says (sent with Slam Effect) or (sent with Loud Effect) below whatever he sends.

is there some setting I need to activate or deactivate?

If you have Reduce Motion turned ON - those effects won't work. You need to turn Reduce Motion OFF.
