I tried typing forgot password into terminal and I got this. Select a user to reset password for:But there is no user option.

It might be helpful if you include the actual terminal command(s) you're using.
 
Boot to Command +R, > Recovery > Terminal < type resetpassword
Like I said this is what I did but at the end the window asked me for[Select a user to reset password for:] But there was no user to chose from.
 
I tried multiple boot systems, from 10.8 to 10.15. Although there are changes over time in that "resetpassword" app from the terminal, the only real differences are appearance, as all need the same two selections: volume where the users are located, and then the user account where you wish to change (reset) the password.
When you enter "resetpassword", you first choose the volume where your user account is located, then you would be offered, depending on the system version for the recovery system, choice for the volume where the user is located, then a choice for the specific user that you want to reset.

Are you choosing the correct volume first?
(Is that volume encrypted by File Vault?)

Methinks you need to decrypt your volume in Disk Utility first in case it is FileVault-encrypted. Otherwise you won’t be able to locate any users because the Bash shell (or is it zsh in recovery as well now?) doesn’t have access to the file system where the users and passwords are stored.
