formating vs. wrong hd

hi I was just wondering how much space formatting should take up? my cousin got a new mb through the apple site with a 100gb hd and on the brand new computer under hardrive it says 75.9 gb availible. I dont think formatting should take up almost 25gb so im wondering if apple could have made a mistake and given her an 80gb hd?

The operating system takes up space.

If you want to see the HD info click the apple in the top left, then about this mac, then more info, then highlight Serial-ATA
