How should i format a 2.5" 2TB external drive i have, in order to use as TMachine backup drive for use in Monterey?

I would suggest Mac OS Extended (Journaled) Plus (HFS+, Journaled HFS Plus).

"Time Machine still supports backups on Mac OS Extended format (Journaled), Mac OS Extended (Case-sensitive, Journaled), and Xsan formatted disks."
