If formatting new internal spinning discs or SSD (in something like the J21), does it matter if they are APFS or HFS+?

I am guessing boot drives maybe have to be APFS, but what about storage drives?

I believe for regular spinning hard-drives, HFS+ is still the choice. APFS is tailored more towards SSD. That's what I gather from anecdotal comments.

I have the J2i with the supplied 8TB HDD and it came pre-formatted HFS which is what it's supposed to be. APFS as far as I know is meant for SSD.
