Frame goes to center of page on IE. Fix?

Hi,

I'm working on a web site and coding has been a nightmare (excuse the frames, please). Anyways, is there a simple way to keep the inline from from moving to the center of the page on IE (on Firefox, Safari, etc. it is in the right spot -- the left hand side).
